SETTLERS PARK

CONCEPTUAL SCHEME

GROWTH PLANNED FOR LANGDON. A COMMUNITY DESIGNED FOR THE FUTURE

Settlers Park implements growth already planned within the existing Langdon ASP through a balanced community containing permitted residential development, meaningful commercial land, connected amenities and infrastructure delivered through a phased approval process.

ABOUT SETTLERS PARK

The Settlers Park Conceptual Scheme establishes a planning framework to support the development of a comprehensively planned neighbourhood within the Hamlet of Langdon.

Located directly south of Boulder Creek, Settlers Park is intended to integrate with surrounding land uses while providing opportunities for residential, commercial, and open space development as part of Langdon’s continued growth.

WHAT IS A CONCEPTUAL SCHEME?

A Conceptual Scheme is a planning document that provides a detailed framework to guide the future development of an area.

The Settlers Park Conceptual Scheme establishes the development vision, planning rationale, and implementation framework for the community. It will help guide future land use redesignation and subdivision decisions as development progresses.

CONCEPTUAL SCHEME OBJECTIVES

01 - Comprehensive Development
Define a comprehensive development vision for a new residential neighbourhood consistent with the Langdon Area Structure Plan

05 - Logical Phasing
Outline a logical phasing strategy to guide orderly and efficient subdivision and development.

02 - Open Space Network
Define an open space network that supports recreation, environmental stewardship, and neighbourhood connectivity.

06 - Neighbourhood Transitions
Incorporate design measures that provide appropriate transitions between new development, neighbouring properties, and existing land uses.

03 - Transportation & Connectivity
Establish a transportation framework that provides safe and efficient circulation, strong connections to surrounding roads, and future connections to adjacent lands.

07 - Community Engagement
Engage affected landowners, stakeholders, and community members to share information, gather input, and discuss the proposed development concept.

04 - Servicing
Identify the servicing approach required to support future development, including water, sanitary, stormwater, and shallow utilities.

08 - Responding to Feedback
Summarize feedback from public and stakeholder engagement and document how community input informed the final development concept and planning process.

PLANNED GROWTH WITHIN LANGDON

BUILDING ON LANGDON'S EXISTING GROWTH FRAMEWORK

Settlers Park is located within the Langdon Area Structure Plan (ASP), where the lands have been planned for growth since 2016 and are designated for Mixed Use Development. The proposal does not expand the existing ASP or hamlet boundary. The Settlers Park Conceptual Scheme provides the next level of detailed planning for the lands, as contemplated by the ASP, and establishes a framework to guide future land use redesignation and subdivision.Development will proceed through a phased approval process and remains subject to Rocky View County review, Council approval and future subdivision approvals.

DEVELOPMENT CONCEPT

OVERVIEW

The Settlers Park development concept brings together a range of housing options, local commercial opportunities, parks and open spaces, and an interconnected transportation and pathway network.

A central park will serve as a focal point and gathering space for the neighbourhood, connecting to the broader open space network and stormwater management facility. Commercial uses are planned along Centre Street / Range Road 272, providing opportunities for shopping, services and larger anchored commercial development.

HOMES FOR A GROWING COMMUNITY

Settlers Park proposes a mix of single-detached, semi-detached and street-oriented townhomes. Approximately 65% of the residential area is planned for single-detached housing, with the remaining area providing additional ground-oriented housing choices. No multi-family sites are currently proposed.

Final lotting and unit counts remain subject to detailed design and approval.

COMMERCIAL & SERVICES

Settlers Park includes approximately 18 acres of commercial land along Centre Street / Range Road 272, anticipated to support approximately 160,000 sq. ft. of commercial space. The commercial area is intended to accommodate larger anchored commercial development and a range of services, creating opportunities for shopping and everyday needs within the community. Its location along Centre Street / Range Road 272 provides strong visibility, access and exposure to the surrounding road network. As Langdon continues to grow, the commercial component of Settler’s Park will help support a complete and well-functioning community by providing additional services and amenities close to where people live.

Final commercial uses and development details remain subject to detailed design and approval.

DESIGNED TO FIT LANGDON

A COMMUNITY SHAPED BY LANGDON'S UNIQUE CHARACTER

As a hamlet, Langdon offers a distinct community setting that combines a rural character with the amenities and connections of a growing community. Settlers Park is being planned to complement that character and fit thoughtfully with existing neighbourhoods and surrounding agricultural lands. The community will emphasize low- to moderate-height, ground-oriented development, supported by architectural guidelines that reflect Langdon’s character. Landscaping, screening and appropriate transitions will help create compatibility along the edges of the community.Connected streets and pathways will provide convenient routes through the neighbourhood and connections to surrounding areas, while dark-sky-conscious lighting will help limit unnecessary light spill and respect the rural setting.

HAMLET CHARACTER

Development that responds to Langdon’s distinct rural and residential setting.

THOUGHTFUL TRANSITIONS

Landscaping, screening and appropriate transitions to neighbouring homes and agricultural lands.

CONNECTED COMMUNITY

Local roads and pathways designed to connect homes, amenities and surrounding areas.

DARK-SKY CONSCIOUS

Lighting designed to reduce unnecessary light spill and respect the surrounding rural environment.

WHAT IS PROPOSED - AND WHAT IS NOT

✓ WHAT IS PROPOSED

Development within the existing Langdon ASP
Ground-oriented housing
Approximately 18 acres of commercial land
Parks, pathways and stormwater facilities
Phased development tied to the delivery of required servicing

× WHAT IS NOT PROPOSED

Expansion of the Langdon ASP or hamlet boundary

High-rise or high-density apartment development
Industrial development
Immediate development without further approvals
Construction of all 1,017 homes at once

PARKS, OPEN SPACE & PATHWAYS

Parks and open spaces are an important part of the Settlers Park development concept. The community is planned around an interconnected open space network that brings together parks, pathways, natural areas, and stormwater management features to support recreation, connectivity, and opportunities for residents to gather.

CENTRAL PARK

A central park will serve as a focal point and gathering space for the neighbourhood. The park is intended to support recreation and active living while connecting residents to the broader open space and pathway network.

PATHWAY NETWORK

An integrated pathway network will connect residential areas with parks, open spaces, the stormwater management facility, and commercial areas. The network will also provide connections to the neighbouring communities of Settler’s Green and Bridges of Langdon and support walking, cycling, and year-round active transportation.

STORMWATER & NATURAL AREAS

A stormwater management facility is proposed along the eastern edge of Settlers Park and is designed to function as both important infrastructure and a community amenity. Integrated into the broader parks and open space network, the facility will incorporate naturalized landscaping and pathway connections that support passive recreation, neighbourhood connectivity, and the visual character of the community. The facility has also been designed to incorporate the reconstruction of an existing wetland as part of the broader drainage and open space system. This approach allows the wetland to continue contributing ecological and aesthetic value while supporting the long-term stormwater management needs of the community.Any impacts to existing wetlands associated with future development will be addressed in accordance with the Alberta Wetland Policy, including applicable avoidance, minimization, replacement, and compensation requirements.Together, the stormwater facility, reconstructed wetland, naturalized landscaping, and pathways will create a multifunctional open space that supports both environmental function and opportunities for residents to experience and move through the landscape.

SERVICING

Supporting technical studies have been completed to inform the servicing approach for Settlers Park, including water, sanitary and stormwater. Servicing requirements will continue to be refined through the detailed design and development process.
